Short answer

For a commercial refurbishment in Dubai, appointing separate trades directly usually creates more coordination, approval, safety and liability risk than appointing one licensed main contractor. It can reduce markup and give you specialist control — but only if you already have an experienced project manager or consultant taking responsibility for every interface.

A “single contractor” is not automatically safer. You still need to check the Dubai trade-licence activity, insurance, occupied-building experience and whether the firm will use competent specialists. Where separate trades fail

Refurbishments fail at the interfaces:

  • HVAC conflicting with ceilings or lighting
  • Fire sprinklers obstructed by partitions or signage

  • Waterproofing damaged by the next trade
  • Joinery and doors not coordinating with access control or fire ratings

With separate contracts, each trade can argue that another contractor caused the problem. You, as employer, manage the dispute and often pay for the investigation.

Dubai construction rules place significant responsibility on contractors and engineers for safe, compliant works. That does not give an owner a simple remedy when several independent contractors are on the same floor.

What to look for when you do hire one contractor

For a commercial office refurbishment, look for:

  1. The right licence activity — building contracting, not only “technical services” or joinery.
  2. Self-performed core trades plus a named specialist panel (fire, glass, BMS).
  3. Evidence of occupied-tower work: access windows, goods-lift, fire isolation.
  4. A written scope, exclusions and variation method before commencement.
  5. A close-out pack defined in the contract. See documented close-out for occupied buildings.

When separate trades can still be rational

Use direct trades if:

  • You already employ a consultant or PM who will write interface drawings and hold the programme
  • The works are a single specialist package (roof membrane only, or a chiller swap) with no finishes around it
  • You accept that you are the main contractor for defects, safety and close-out

If those conditions are not true, a cheaper trade-by-trade sum is not a cheaper project.
